Lead Service Line Inventory
The Lead Service Line Inventory is a federal requirement under EPA’s revised Lead and Copper Rule Revisions (LCRR) and the newer Lead and Copper Rule Improvements (LCRI). Its purpose is to identify and catalog all water service lines connected to public water systems — with a focus on finding lines made of lead or materials that pose a lead risk — so that they can be addressed and eventually replaced to protect public health. All community water systems (CWSs) and non-transient non-community water systems (NTNCWSs) must complete and submit an inventory of all service line materials.

A service line is the pipe that carries water from the public distribution main to the building inlet — both the portion owned by the utility and the portion on private property.

Baseline Inventory & Replacement Planning (LCRI)
Baseline inventory and replacement plan: Due by November 1, 2027 under the LCRI. US EPA
Annual updates and certifications continue thereafter, with inventory validation deadlines and replacement timelines extending through the 2030s. US EPA
Water systems must identify and classify every service line in their system as:
- Lead
- Non-lead
- Galvanized Requiring Replacement (GRR) — galvanized lines that are or were downstream of lead or unknown pipes
- Lead Status Unknown (LSU) — where the material hasn’t been verified yet US EPA+1
For all lead and GRR lines, utilities must include location identifiers (e.g., address) and make this information publicly accessible. Systems serving more than 50,000 people must provide this access online. US EPA+1
